Position Summary

The Manager, Training is responsible for the overall direction, daily administration and management of training programs developed and delivered by the Association of Public Health Laboratories (APHL). The incumbent supervises and collaborates with APHL program staff, customer support staff, contractors, governmental and non-governmental collaborators, including the CDC Laboratory Workforce and Training Branch (TWDB) staff. The incumbent supervises support staff as necessary. The manager contributes to the accomplishment of the activities outlined in support of the APHL strategic roadmap which support of the APHL mission. The incumbent reports to the Director, TWD and works collaboratively with the Chief Learning Officer for Professional Development.

Duties & Responsibilities

RESPONSIBILITIES SUMMARY:

 

  • The Manager is responsible for translating the strategic direction of a major functional or programmatic area into programs, projects and processes to attain desired short and long term results.
  • The Manager is accountable for the effective day-to-day operations and the results of the area and ensures, through administration of the resources allocated to the area – both financial and human, that results are attained and quality standards are met.
  • The Manager is able to undertake complex management and substantive tasks within the area and with minimal supervision.

Project Management (80%)

  • Manages the training design process to determine training projects and priorities for inclusion into the organization training portfolio in response to articulated training needs from member laboratories, APHL Board and APHL committees, CDC and other partner organizations.
  • Assists QSA with design of content for TNA’s, both for APHL members and for APHL staff.
  • Manages the ongoing operations of multiple projects, establishes work and staffing plans by determining and designing the most appropriate team structure to include defining roles and responsibilities of team members.
  • Collaborates with APHL scientific program areas and external partners and agencies to promote the need for strong technical and scientific training to attract and retain laboratorians within the public health laboratory system.
  • Collaborates with APHL Experiential Learning program to promote need for strong technical, scientific and leadership skills training to promote fellow and intern training and curriculum.
  • Works strategically with APHL programs to ensure integrated product development.
  • Manages the ongoing operations of multiple training development projects, establish work and staffing plans by determining and designing the most appropriate team structure to include defining roles and responsibilities of team members.
  • Oversees the financial performance of training programs as outlined in program plans and agreements.
  • Monitors, analyzes and interprets trends: report findings to APHL and funding partners as necessary.
  • Supervises APHL training department staff developing workshops, webinars, virtual events and other training offerings.
  • Supports annual business planning process and communicate strategic direction to internal and external partners.
  • Manages the training event “life cycle”.
  • Contributes to the prioritization process.
  • Contributes to funding acquisitions activities such as grant writing as needed.
  • Manages, and contributes to, the evaluation process of training programs.
  • Ensures that the standardized industry accepted training development model such as the ADDIE model is applied to training activities and events.
  • Supports integration of the public health laboratory competencies to underpin all training events.
  • Manages the Workforce Development Committee (WDC) by working with Chair and Co-Chair to develop meeting agendas, oversee the APHL Committee liaison and prepare required Committee reports to the BOD.  Assists with recruiting committee members.

 

Supervising Responsibilities (10%)

  • Supervises and directs the activities of staff and/or contractors in the development and delivery of training products and services.
  • Develops the performance objectives; performs annual performance reviews, conducts coaching sessions, with input from the senior leadership of APHL training.
  • Manages multiple product teams.
  • Provides leadership and motivates staff to serve as a cohesive team in the development and delivery of training products and services to meet articulated member needs.

 

Administrative Responsibilities (5%)

  • Oversees project budgets. Tracks expenditures, maintains overall financial records for projects and reviews monthly summary statements as appropriate.
  • Reports on training activities and events status to the Director of Training and Workforce and leadership staff.

 

Communication/Marketing Responsibilities (5%)

  • Collaborates with the APHL Director of Marketing and Communications to market/promote APHL training activities.
  • Promotes the mission of APHL through the establishment and maintenance of partnerships with and among the public health laboratory community, academia, laboratory related industry entities, federal, state and local agencies and professional laboratory organizations.
  • Mentors and informs APHL member laboratory trainers as appropriate.
  • Contributes to the APHL Lab Matters, E-Update and others, showcasing training highlights.
  • Works collaboratively across the association to identify cross cutting opportunities to select and deliver training offerings in multiple modalities.

Employment Standards- Education and Experience

Education and Experience:

  • Graduate degree in training, public health or equivalent: science background Graduate level degrees may be considered in lieu of experience.
  • Incumbent generally has five or more years of experience in their discipline as well as substantive experience at the manager level (preferred). Experience in a public health laboratory environment, preferably not-for-profit, association work preferred.
  • Demonstrated success in education and training development; industry accepted training development models, curriculum development, administration, financial management and budget development.
  • Experienced in managing complex projects and assignments that are broad in nature and usually require originality and creativity in applying the knowledge and concepts of the area of specialization.
  • Works with minimal supervision, typically conferring with their supervisor only on unusual matters and has appreciable latitude to make decisions concerning how assignments will be carried out.
  • Supervises staff and provides guidance to other professionals and administrative staff either in a project management or technical capacity.
  • Exhibits high level of competence in office administrative procedures requiring organization and record keeping and operation of standard office equipment.

Knowledge, Skills, and Abilities

Knowledge:

  • Strong knowledge of training development and educational practices and adult learning theory in a variety of learning delivery formats.
  • Knowledge of learning and delivery methods in a distance based
  • Substantial knowledge and experience of the principles and practices in training development industry as well as proven analytical, research and project management capabilities.
  • Office administrative procedures requiring organization and record keeping and operation of standard office equipment.
  • Proficient in Microsoft Office Suite (Word, Excel, Publisher, and Outlook) and Internet search engines and SharePoint.
  • Work requires excellent command of English usage, spelling, grammar and punctuation, in addition to mathematical computations.

APHL Weeks:

APHL Week is a Conference/Convention that is held at the APHL Home Office Bethesda, MD. This event is mandatory for all employees to attend. Travel and lodging will be reimbursed by APHL.
