Position Summary

The Senior Specialist, Procurement will support the implementation of a new centralized procurement program and strategic sourcing of supplies and services. They will assist in training APHL staff on the procurement process and assist with sourcing activities. The Senior Specialist, Procurement is a SME of the procurement process and new ERP system selected. The Senior Specialist will work closely with APHL departments to assist with quotes, RFIs, RFQs, RFPs, requisitions, contracts, and corporate cards. Background sourcing lab supplies and equipment is a plus.

 

The Senior Specialist, Procurement will support implementation of best practices for forecasting, sourcing, risk mitigation, and vendor relationship management. The Senior Specialist maintains excellent relations with program departments to ensure clarity of requirements and customer orientation. They will assist in training APHL staff on procurement policies and procedures.

 

The Senior Specialist, Procurement must have experience in sourcing, RFQs, and RFPs in multiple categories. They must also have experience working with stakeholders from multiple departments.

Duties & Responsibilities

  • Support developing a centralized procurement program.
  • Support implementation of ERP system.
  • Some experience with 2 CFR 200 and FAR regulations is plus.
  • Support making sure compliance with applicable policies, laws, and regulations.
  • Work with APHL team to execute proposals, requests for information, requests for quotes, competitive bids and other procurement documentation prepared by program or operations staff.
  • Solicit competitive bids and proposals in a manner consistent with all local, state, and federal regulations and association policies.
  • Execute New supplier reviews and risk assessments.
  • Assist APHL staff with obtaining quotes, RFI’s, RFQ’s, RFP’s and contracts.
  • Review and manage purchase order requests submitted by staff.
  • Confirm proper approvals and budget for purchase order requests.
  • Become an SME on procurement guidance on procurement matters.
  • Train staff on APHL’s procurement policies and procedures.
  • Follow domestic and international procurement standard operating procedures (SOPs) and corporate policies.
  • Follow procurement department metrics and standards.

Employment Standards- Education and Experience

This position requires experience sourcing, negotiating, and handling supplier management. A customer service mentality is required. The individual must have experience working closely with departments to assist in handling sourcing events and making sure proper procedures are followed. Experience using an ERP system.

 

Outstanding written and verbal communications skills are necessary. The individual must be highly organized, disciplined, resourceful and skillful in prioritizing, delegating, and planning work, with a desire for continuous improvement. Strong interpersonal and social skills are required to establish and maintain positive working relationships with internal and external stakeholders. At least, 5 years relevant professional work experience in procurement or sourcing. Experience procuring in various categories is preferred. Experience in working in a Lab related environment is a plus.

 

  • Bachelor’s degree in business, Procurement, Supply Chain, or related field required.
  • Certified Professional in Supply Management (CPSM), Certified Purchasing Manager (CPM), or Certified Public Purchasing Officer (CPPO) a plus

 

Knowledge, Skills, and Abilities

Knowledge

  • Some experience with modern procurement methods and principles
  • Working Knowledge of Federal Acquisition Regulation (FAR) a plus
  • Working Experience with 2 CFR 200 procurement regulations a plus.
  • Commitment to accuracy and attention to detail is required.
  • Experience sourcing at a non-profit is a plus.
  • Experience working in a Lab related environment is a plus.

  • Ability to meet deadlines.
  • Ability to manage multiple projects from conception to completion in a fast-paced environment.
  • Ability to own work with moderate supervision

 

APHL Weeks:

APHL Week is a Conference/Convention that is held at the APHL Home Office Bethesda, MD. This event is mandatory for all employees to attend. Travel and lodging will be reimbursed by APHL.

Please Note: Reimbursement for travel and lodging may not be possible for employees that are local to the APHL Home Office.
