The successful candidate’s starting pay will fall within the pay ranges listed below. Base salary is localized according to an employee’s work location. Ranges are market-dependent and may be modified in the future.

 

For candidates living in Boston, MA, Denver, CO, New York, NY, Los Angeles, CA, Sacramento, CA, San Diego, CA, and Washington, DC, the pay range is $86,600 – $100,700.

 

For candidates living in the United States, besides Boston, MA, Denver, CO, New York, NY, Los Angeles, CA, Sacramento, CA, San Diego, CA, and Washington, DC, the pay range is $73,400 – $85,350.

Position Summary

PLEASE NOTE: This is a US-based role that requires the employee to reside within the 48 contiguous states.

 

APHL Informatics collaborates with partners across the nation’s public health network to identify needs and develop innovative solutions to improve public health data exchange and decision-making. Informatics programs and projects may focus on a specific disease area, such as antimicrobial resistance; a specific service, such as transforming and translating data per national standards; or on a specific reporting mechanism, such as electronic test order and results (ETOR), electronic laboratory reporting (ELR), or electronic case reporting (eCR). Projects can cover a range of products and services in support of data exchange, including discovery; solution development; technical assistance to public health laboratory, epidemiology, clinical or commercial partners; application of national technical and vocabulary standards; and electronic message validation, transformation, translation and routing.

 

The Senior Specialist, Informatics Project Manager provides project management, specialized technical expertise, business analysis, and coordination support for APHL Informatics projects. The successful applicant will bring the skills and aptitude necessary to execute projects in close coordination with program leadership, staff, consultants, and funders.

 

The Senior Specialist, Informatics Project Manager reports to the Lead Specialist, Informatics under the overall supervision of the Director of Informatics.

 

At this time, this position is funded through June 30, 2026 and is dependent upon continued availability of funds.

 

The Association of Public Health Laboratories (APHL) works to strengthen laboratory systems serving the public’s health in the U.S. and globally. APHL’s member laboratories protect the public’s health by monitoring and detecting infectious and foodborne diseases, environmental contaminants, terrorist agents, genetic disorders in newborns and other diverse health threats.

Duties & Responsibilities

  • Liaise with APHL staff, project sponsors, and interested parties to define project priorities.
  • Provide expertise, guidance, and support to manage the delivery of informatics projects to meet scope, objectives and timeline.
  • Participate in and contribute to Project Management Office process development and drive adoption of best practices.
  • Collaborate with APHL program and project managers in related efforts to promote reusable tools and methods.
  • Contribute to regular newsletters and other communications highlighting project successes and information.
  • Ensure that the interests of state and local public health agencies and laboratories are being considered within the context of the national health information technology domain, and specifically in the areas of electronic messaging technical assistance, solutions and knowledge management.
  • Identify and submit conference proposals, and work with partners to identify speakers, develop agendas, and conference material.
  • Provide recommendations, comments, and talking points for APHL membership, senior staff, and federal partners on Informatics issues and priorities. 

Focused

  • Coordinate with APHL and CDC sponsors to ensure project alignment with national initiatives and APHL strategic goals.
  • Develop and manage the project schedule, ensuring tasks and milestones are completed to keep project on track.
  • Identify and manage project issues, risks, decisions, and change requests. Ensure project issues and risks are escalated and/or mitigated appropriately.
  • Evaluate project work processes, workflows, and project performance, adjusting and improving as needed in coordination with colleagues and consultants.
  • Perform project documentation, managing artifacts such as the project initiation documents, project management plans, and legal documentation.
  • Manage project workplans.
  • Manage project reporting to meet programmatic and organizational needs.
  • Regularly report project status updates to all involved parties.
  • Participate in collaborative efforts with other organizations as they relate to understanding and coordinating overarching programmatic goals and policies.
  • As appropriate, provide subject matter expertise to APHL leadership and APHL’s Informatics Committee in the areas of technical assistance needs and state readiness.
  • Lead APHL Informatics program activities related to work with public health informatics data exchange and standards:
    • Implementing and advancing informatics solutions for public health data exchange partners;
    • Modernizing public health systems and processes;
    • Advocating for increased communications and collaboration across the health IT continuum, including healthcare, vendors, epidemiologists and public health laboratories.

Employment Standards- Education and Experience

  • Strong project management experience is required
  • Bachelor’s Degree in public health or informatics preferred or PMP Certification is preferred
  • 3-5 years’ experience managing information technology projects is preferred
  • Experience and familiarity with the Antimicrobial Resistance Laboratory Network highly desired
  • Experience working with state, local or federal and governmental entities desired;
  • Experience working with healthcare organizations desired;
  • Self-directed and highly organized; 
  • Exceptional written and oral communication skills;
  • Excellent interpersonal skills;
  • Strong quantitative skills;
  • Capable of working under tight deadlines and handling multiple projects

Knowledge, Skills, and Abilities

Knowledge of the following preferred:

 

  • Microsoft Office Suite, Smartsheet, Atlassian products (Jira, Confluence)
  • Public health data exchange mechanisms such as electronic test orders and results (ETOR), electronic laboratory reporting (ELR), electronic case reporting (eCR), etc.;
  • Project life cycles;
  • Electronic Health Records (EHRs), surveillance systems and/or laboratory information management systems (LIMS);
  • IT development lifecycle, IT business analyses;
  • Project Management Office standards, procedures, and concepts;
  • General knowledge of Informatics terminology and standards (HL7, LOINC, SNOMED, etc.).

APHL Weeks:

APHL Week is a Conference/Convention that is held at the APHL Home Office Bethesda, MD. This event is mandatory for all employees to attend. Travel and lodging will be reimbursed by APHL.

Please Note: Reimbursement for travel and lodging may not be possible for employees that are local to the APHL Home Office.
